What This Tax Haven Score Means

This game compares the Financial Secrecy Index secrecy score, which estimates how much room a jurisdiction’s laws and regulations create for financial secrecy.

  • This uses the secrecy score, not the broader Financial Secrecy Index value. You are comparing how secretive the rules are, not how large the jurisdiction is in global finance.
  • A high score points to laws, reporting gaps, ownership opacity, and loopholes that help wealth or profits disappear from public view.
  • That means tiny islands and major states can both score badly, even when they play very different roles in the global system.
  • In each round, pick the jurisdiction with the higher secrecy score, or SAME when the rounded scores match.

The trick with tax havens is that they are not always remote caricatures. Some of the most consequential secrecy systems are wired into ordinary, wealthy, respectable financial centers.
